On a lower scale, I have course been investigated by the General Medical Council "discretely". This was an admission made by the GMC themselves during a memo written internally. I raise this memo written by Dr Sheila Mann because it shows that an organisation such as the GMC can conduct inquiries behind a doctor's back. It is fine for us to go around the world admitting that these things don't happen or that they only happened to me because I stepped out of line one sunny day. The fact remains that the GMC have been conducting these " discreet enquiries" for years. It should be noted that I had no idea that these discreet covert enquiries were being carried out. I found out completely by accident. I also have no idea what the General Medical Council actually did during these covert enquiries. It is an established fact that this discreet inquiry was done "out of procedure". This means that the GMC didn't even have a formal complaint to act on. The high water mark admitted by the GMC was a typographical error I had made on a letter to them. This according to the GMC gave them the right to violate my human rights and covertly investigate me. Of course, the above was before 2004, before the new laws RE RIPA and before the current police state. The matter will no doubt become far worse now.
The above becomes a rather boring subject but it is important in the grand scale of the manner in which medicine is conducted these days. It is indeed all about control. Essentially, all authorities have the power to do whatever they like on minimalist evidence. That is a worrying thought. In the GMC's case they cite the " protection of the public". In the police's case they cite the same sentence.
I watched In the Name of the Father the other day. The case of the Guildford 4 should tell us how corrupt the system is. 4 people were sent to prison, evidence was concealed, one man died in prison and there was no accountability.
They were tried and convicted on 4 March 1976 and received the following sentences:
- Anne Maguire, aged 40, was sentenced to 14 years
- her husband Patrick Maguire, aged 42, was sentenced to 14 years
- their son Patrick Maguire, aged 14, was sentenced to 4 years
- their son Vincent, aged 17, was sentenced to 5 years
- William Smyth, brother to Anne Maguire, aged 37, received 12 years
- Patrick O'Neill, a family friend, aged 35, received 12 years
- Patrick "Giuseppe" Conlon, brother-in-law to Anne Maguire, aged 52, received 12 years. Conlon had travelled from Belfast to help his son Gerry Conlon in the Guildford Four trial.
That should be a lesson that our system cannot be trusted to conduct itself in a fair and judicial manner. That is due to the complete failure of accountability starting with the police downwards. There is currently nothing preventing the General Medical Council abusing the powers of the state. They have done so in the past and they continue to do do. There should be no illusions about the GMC, an organisation who frequently makes use of detective agencies to do their work. That is the essence of their covert enquiries.
This is an interesting finding in the Guardian newspapers
"Peter Jay is Managing Director of MedicoLegal Investigations Ltd (MLI), a small company which investigates questionable research carried out by doctor. He was previously a Metropolitan Police Detective Chief Inspector and was also a salaried investigator for the General Medical Council (GMC) solicitors for six years"

Dr Sheila Mann, FRCPsych
Her contribution to psychiatry through the General Medical Council, on which for a considerable period she was the only psychiatrist, has been significant. During this period she also led as a key individual on the development of assessment programmes for poorly performing doctors.
She not only helped to develop the theoretical and clinical assessments schedules for the General Medical Council but was instrumental in setting up some of the pilot work which led to these procedures being standardised and accepted by the Council. These procedures are in use even now some 7 years after they were developed. "
I am just disgusted by how third-rate criminals and crooks can scratch each other on the back in this country.
It is about time Dr Mann's guidelines were thrown in the bin by the GMC and Dr Mann herself sectioned under the Mental health Act.
hear hear
what a heap of Doo Doo
are we still allowed to use that word in medical dialogues???
Currently serving as panellist to the GMC.
:)
I love it everytime you hoist Sheila Mann's note on your blog. She belonged in Stalinist Russia, so Judge Harris was right in his assessment of the GMC.
Retired NHS clinical practice July 2007 after 30 years in consultant or equivalent posts in General Psychiatry and the Psychiatry of old age. Most had academic teaching and research commitments. Member (past - when still in place) Specialist Training Authority; Delivery Board Modernising Medical Careers; Lord Chancellor's Consultation Forum. Appointed member: GMC 1996-2003.
Dr Sheila Mann should have been struck off. On complaining to the GMC about her, the GMC stated that she had ultimate immunity as a screener and was not subject to FTP rules. I have their decision somewhere.
She plays some neat moves - not neat enough to gag me though. Mann avoids me like the plague refusing to respond to me, refusing to meet me and refusing to address the issues she messed up on.
My fear is this - if she can be so negligent here [ a minor affair], what has she done to other doctors?
Mann is a rogue psychiatrist, she is also incompetent and she can take me to any court in the land. Of course, her defence lawyers won't because in the end, I have the goods and she has nothing.
Mann will get hoisted at each opportunity I get. This is not because I am obsessed with the issue but because she has to remember what the judge said about her. She tried her very best to conceal her identity from all and sundry until I cleverly argued under the DPA and FOI to extract it out of the GMC after 2 years.
There is no accountability of course as the GMC continue to hire her despite losing in court, despite a ruling against them and despite paying about more than £500,000 in legal costs to FFW. That is how much they adore the witch.
